Functions and duties of the Office of Rail Regulation

The Office of Rail Regulation (ORR) was established on 5 July 2004 by the Railways and Transport Safety Act 2003.  It replaced the Office of the Rail Regulator. 

There is an important distinction between ORR’s statutory duties and its statutory functions.  Statutory functions are the legal powers  Parliament has given ORR to discharge its statutory duties.  Statutory duties are the objectives at which ORR must aim when exercising – or deciding not to exercise – its functions.  ORR must always act within its powers.  It may not try to achieve any objective – statutory or otherwise – using means which are outside its legal functions.
