Monitoring and reporting

Monitoring HS1 Limited’s performance is one of ORR’s key roles. We monitor HS1 Limited’s operational performance against the performance floor measures, set out in the Concession Agreement. These requirements are summarised below:

• a “Three Month Performance Floor” that means no more than 15% train services in the quarter are delayed that are wholly or mainly attributable to HS1 Limited; and
• an “Annual Performance Floor” that means no more than 13% train services in the year are delayed due either reasons wholly or mainly attributable to HS1 Limited or 50% of unidentified incidents.

We monitor performance using reports and data submitted by HS1 Limited on a quarterly basis. We may also appoint consultants to complete an annual audit of the reliability and accuracy of HS1 Limited's asset management and performance data.

We publish an annual review of HS1’s performance against its asset management annual statement and on operational performance during the year.
