Network Rail's Control Period 4 delivery plan

Network Rail published its CP4 delivery plan in March 2009.

We consulted the industry on the part of the plan dealing with Network Rail's outputs and have published the (non confidential) responses. After reviewing the responses and making our own assessment of the plan we wrote to Network Rail in May 2009. The letter set out the changes Network Rail needed to make to the plan by 30 June 2009.

Network Rail published a revised version of the enhancement part of the plan in June 2009. We again consulted the industry to see if it was satisfied with the changes that have been made and carried out our own assessment. The revised version was a significant improvement, but was still inadequate in some areas.

We wrote to Network Rail in September 2009 to set out the changes that will need to be made to the commitments for certain projects. These changes address concerns raised by operators and funders and allow the baseline to be set and monitored against. Further changes are expected as projects develop but they will be subject to a change control process.

Network Rail has started to update the enhancements delivery plan and the latest version can be found on their website. Network Rail consults relevant stakeholders as part of the change control process. We consider any responses, along with what effects the changes have on Network Rail's committed outputs, in determining whether to accept the changes. We will publish all letters of approval here.
