Consultation seeking the industry's views on our proposed policy for freight customer access contracts, our proposed draft model clauses for such contracts and our thinking on proposed changes to freight operators existing contracts and the Network Code

This seeks views on a statement the ORR proposes to make setting out our approach to the regulation of High Speed 1. The purpose of the statement is to set out key elements of the regulatory arrangements for the line and our expected approach to carrying out our functions. Closes 23rd September.

ORR is proposing to remove two redundant conditions in the licences and statements of national regulatory provisions of companies in the English Welsh and Scottish Railways Holdings Ltd group, which includes DB Schenker Rail (UK) Ltd. Consultation end 31 August 2009

In a joint letter from Network Rail and ATOC, ORR is invited to agree with the industry position that the Stations Code should not now be implemented. This would be a change to our published policy, so we are seeking your views before reaching a decision. Consultation closes on 2 October 2009.

We have previously said that if we concluded it was not appropriate to restrict the FIM at this time, we would consult on whether the current financial indebtedness limits in the network licence remain appropriate. The current version of this guide was issued in April 2006. After three years, we are updating our guide in light of experience, our new corporate strategy and to incorporate our prioritisation criteria. Please send us your views on the new version by close on 2 September 2009.

This consultation was on some proposed changes to the way we deal with our approval of contracts for access to stations and depots.

In carrying out the evaluation, we will take account of ORR’s stated objectives for the periodic review (see appendix A). We will also give regard to established principles of good regulation and ORR’s statutory duties (see appendix B). Consultation ends 17 June 2009.

We are currently consulting on a new section 18 freight access general approval. Consultation closes on Friday, 5 June 2009.
