Duty of cooperation/dispute resolution
ROGS Regulation 22 requires transport operators to cooperate with one another.
There are industry processes to resolve disputes where lack of cooperation is perceived to endanger safety (RSSB Guide). If these industry processes fail to resolve issues, transport operators have the option (as a last resort) of escalating disputes to ORR.
The processes contained in the related document Escalating disputes to ORR under ROGS Duty of cooperation describe how we will handle these, and the template that we require parties involved in a dispute to complete and send to us.
