Transition to ROGS

When ROGS came into force in 2006, ROTS were revoked with the following transitional provisions, described in ROGS:

  • For mainline operators, applications under ROTS were accepted until October 2006 with works due for approval and bringing into use by October 2008. 
  • Works not completed by 1 October 2008 will need to be completed under ROGS and managed under the safety management system (SMS) or safety verification (SV) arrangements. Dutyholders can elect to transfer works from ROTS to ROGS SV or SMS processes at any point up to October 2008, and we must be informed of the proposed transfer.
  • For tramways and heritage railways the dates were extended to October 2008 and October 2010 respectively.

So new heritage and tramway works can continue to be submitted to us under ROTS until 1 October 2008 with anticipated approval and bringing into use under ROTS by 1 October 2010.

Railways (Safety Case) Regulations 2000

All existing Railway Safety Case holders were 'deemed' to hold a ROGS certificate/authorisation from 1 October 2006. The final date for transfer from a 'deemed' safety certificate or authorisation to a full safety certificate or authorisation is 1 October 2008.

A programme is in place to ensure this process is staggered through the transition period. A timetable showing Submission dates for Safety Certificates from train and freight operating companies under ROGS is available.

The Railway and Other Guided Transport System (Safety) Regulations 2006 Industry Liaison Group

We set up an industry liaison group for ROGS in May 2006. This acted as a steering group to provide advice and guidance for the rail industry during the implementation of ROGS. The group disbanded in October 2007.
