Independent reporters
As part of the regulatory reform programme, the network licence was amended on 11 April 2001 to include a condition providing for independent experts (reporters) to be appointed by the network operator (Network Rail), with our approval.
The role of the Reporter is to provide ORR with professional advice on the quality of Network Rail’s provision, as specified in their licence. This provides ORR with an independent review of Network Rail’s performance and stewardship of the network. ORR uses this review to assure Network Rail’s performance on an ongoing basis, in our capacity as the industry regulator.
For the current Control Period (CP4) that began on 1 April 2009, four reporters have been appointed:
- Part A: Ove Arup (in partnership with Winder Phillips Associates) review Network Rail's data to provide us with assurance of the accuracy and reliability of their information.
- Part B: AMCL review and assess Network Rail’s Business Planning and Asset Management.
- Part C: Halcrow (in partnership with KPMG and Cyril Sweett) jointly with Nichols (in partnership with Turner & Townsend and AECOM) support our monitoring of Network Rail’s enhancement projects.
Final reports are published below, except those for part C which are published in the monitoring and enforcement section.

- 25 Apr 2013The purpose of this report is to review the application of Network Rail’s CP4 asset policies in its asset planning and implementation. Specifically, the review was to assess the degree to which there is a clear auditable trail (line of sight) from the asset policy to workbank to work completed on the ground and general compliance with the requirements of the Asset Policy for each functional asset group (discipline).
- 23 Apr 2013This report discusses the quality of the Health and Safety data that Network Rail sends to ORR to comply with NR’s obligations under the RIDDOR Regulations and the Annual Return. The quality of the data surrounding the standard safety KPI’s all matches the quality benchmark set by ORR. For the first time in 2012 Annual return Network Rail provided Occupational Health data on six data sets.
