  • Directive 2007/58/EC on the liberalisation of international passenger rail services provides for a new regulatory function in relation to determining the principal purpose of a new international passenger service and assessing whether this service would compromise the economic equilibrium of a public service contract. This draft guidance document sets out our proposed approach to this new function and the test we intend to use to carry out this assessment. Consultation ends on 20 February 2009.

  • We are seeking your views on some changes we are intending to make to our approach to financial penalties. All licensed railway enterprises in Britain are required to comply with statutory and regulatory obligations. Consultation ends 22 January 2009.

    This is a consultation about amendments to clarify the application of the Health and Safety (Enforcing Authority for Railways and Other Guided Transport Systems) Regulations 2006. Responses to this consultation should be sent by 25 July 2008.

    The consultation will help decide the key priorities in health and safety and economic regulation for April 2008 to March 2009. Responses to the consultation are sought by Friday 25 January 2008, and ORR expects to publish its business plan in March 2008.

  • We are proposing some more effective land disposal arrangements to place greater emphasis on Network Rail delivering proposals acceptable to its stakeholders. We are not making any changes to Condition 26 - the land disposal licence condition. End of consultation 22 February 2008.

  • This letter seeks stakeholder views on Network Rail's strategic business plan. The SBP sets out the company's plans for managing and developing the infrastructure from 2009-10 to 2013-14. Consultation closes 14 December 2007.

  • Consultation on proposed changes to our economic penalties statement. Includes our reasons for the proposed changes, our present penalties statement, and the changes we propose. Consultation closes 31 January 2008.

  • Letter sent by Chief Executive giving information about the consultation and the workshop on Friday 21 September to discuss the paper. In the workshop our proposals for a review of Network Rail's network licence will also be outlined and discussed.
