Local output commitments
Local output commitments (LOCs) were introduced in 2004 through Part L of the Network Code to improve Network Rail’s accountability to individual train operators. To date, LOCs have consisted of commitments by Network Rail on operational performance. Following the Rail Review, the industry has developed joint performance improvement plans and these may replace LOCs for some train operators.
