Memoranda of understanding and agency agreements
We have memoranda of understanding with a number of different government departments and agencies. Their purpose is to promote effective coordination of the regulatory roles of each body, and effective cooperation between them. They are not intended to be legally binding or to create expectations whose non-fulfillment would give rise to rights at law.
We also have agency agreements with different government departments. These have legal effect, and transfer various statutory functions, by agreement, from one body to the other.

PDF 464 Kb)This document aims to ensure effective coordination and cooperation between ORR and HSE for the enforcement of health and safety law, on railways, tramways and other guided transport systems in Great Britain. Appendix A of the document has been revised to take account of The Health and Safety (Enforcing Authority for Railways and Other Guided Transport Systems) (Amendment) Regulations 2008 - 17 Dec 2008The purpose of this MoU is to set out arrangements for ORR to provide strategic advice and support to RTA relating to the development of railway health and safety regulation in Dubai.

- 31 Jul 2007We have agreed that the there are mutual benefits in cooperation and exchange of information between ORR and the Arbiter for the London Underground Public Private Partnership Agreements. This is formalised in this exchange of letters. Also available are the working arrangements put in place within ORR to meet what we have agreed.
