Chief Executive
Bill Emery

The Chief Executive is responsible for the delivery by the Office of the strategy set by the ORR Board, for carrying out effectively the duties assigned to ORR under statute. He is in charge of ensuring the Office operates efficiently, with integrity and probity. He works closely with Chris Bolt, the ORR Chairman, to engage with external stakeholders at all levels. Current key issues are leading the organisation through the amalgamation with HSE (Rail), and the early work for the Periodic Review 2008.

Michael Lee

Director, Access, Planning and Performance
Michael Lee

Michael Lee is Director of Access, Planning and Performance at the Office of Rail Regulation. He leads on overseeing Network Rail's performance and its stewardship of the national railway network infrastructure by monitoring and enforcing compliance with the network licence. He is also responsible for granting licences and approving access agreements. He provides advice to the Board on engineering and other railway operational matters. Michael is also a member of the Periodic Review Committee.

Ian Prosser

HM Chief Inspector of Railways
Ian Prosser

Ian Prosser is the Chief Inspector of Railways and Director, Railway Safety at the Office of Rail Regulation. He is responsible for the work of HM Railway Inspectorate, which strives to ensure duty-holders in the railway industry manage health and safety risks effectively and thus comply with their statutory duties. Ian is also a member of the Safety Regulation Committee.

John Thomas

Director, Competition and Regulatory Economics
John Thomas

John Thomas is Director of Competition and Regulatory Economics at the Office of Rail Regulation. He leads the development and implementation of competition, economic and financial policy underpinning ORR's regulation of the rail industry. John is also a member of the Periodic Review Committee.

Michael Beswick

Executive Director, Rail Policy
Michael Beswick

Michael Beswick is the Director of Rail Policy with responsibility for advising the Chief Executive and Board on all aspects of rail policy, and ensuring coordination of ORR's policy development activities and high-level industry stakeholder relationships.

Lynda Rollason

Director, Corporate Services
Lynda Rollason

Responsible for the provision of all support services to the business - Finance, Human Resources, Information Systems, Facilities and Business Planning. Leading on the organisational change for the new ORR which combines safety and economic regulation.

Juliet Lazarus

Director, Legal Services
Juliet Lazarus 

Juliet Lazarus leads the team providing legal advice to the ORR. The team advises on all aspects of ORR's work and manages the relationship with external lawyers.
