The Office of Rail Regulation is the independent safety and economic regulator for Britain’s railways. Its remit covers the national rail network and also, for safety, London Underground, tram and heritage systems. It is the competition authority for the railway sector. It determines Network Rail’s output targets and funding requirements and holds the company to account for delivery. Its aim is to meet the needs of passengers and freight customers, and deliver a safe, high performing, efficient and developing railway.
