The Office of Rail Regulation is the independent safety and economic regulator for Britain’s railways. Its remit covers the national rail network and also, for safety, London Underground, tram and heritage systems. It is the competition authority for the railway sector. It determines Network Rail’s output targets and funding requirements and holds the company to account for delivery. Its aim is to meet the needs of passengers and freight customers, and deliver a safe, high performing, efficient and developing railway.

• The chair of the ORR is a non-executive appointment made by the Secretary of State for Transport. Chris Bolt, the current chair, completes his term of appointment in July 2009 and his successor is now sought.
• The chair works with the full time chief executive and a board of ten executive and non-executive members. He/she is responsible for the overall direction of ORR, chairing Board meetings and building relationships with stakeholders within government, the rail industry and its users. 
• Candidates should have a proven record of leadership in board level roles within complex organisations. Previous regulatory experience is not essential but experience of regulated industries is highly desirable, preferably within engineering-led organisations with a safety dimension. Experience of complex contractual frameworks is also highly desirable, as is previous engagement with relevant public sector bodies.
