Network Rail Monitor
Monitoring Network Rail’s performance is a key role for ORR. We monitor Network Rail’s performance on a continuous basis against targets in the most recent access charges review (2003), against obligations in its network licence and against forecasts in its own business plan. We do this through consideration of regular reports from the company. Condition 15 of the network licence places a requirement on Network Rail to provide ORR with any information, and at such time and in any form, it may reasonably require. Notwithstanding this general requirement, Network Rail has to provide an annual return to ORR by 1 July each year, to be made available to the general public by 31 July each year. Independent reporters audit the annual return.
ORR produces an annual stewardship statement to provide Network Rail’s customers, funders and members, as well as railway users and other stakeholders, with an assessment of how well the company is managing this important national asset. To supplement this annual assessment, in November 2004 ORR consulted on the proposed publication of the Network Rail Monitor. This is a balanced scorecard of high-level key performance indicators (KPIs) together with a commentary. Responses to the consultation showed a high degree of support for such a publication, although a number of suggestions were made for additional measures. Some amendments have been made following the consultation, and we are considering the suggestions for additional measures.
