ORR has responded to a DEFRA Welsh Assembly Government and Environment Agency consultation on the draft “Environmental Permitting Regulations”. The Regulations concern the management of “controlled wastes”, including toilet waste from passenger trains. The consultation process reviews current exemptions from the permitting regime, including the exemption currently enjoyed by train operating companies. ORR's response is concerned solely with that exemption.
