The Office of Rail Regulation is the independent safety and economic regulator for Britain's railways.
Railway services
“Railway services” are defined in section 82(1) of the Railways Act 1993 as “services of any of the following descriptions:(a) services for the carriage of passengers by railway;
(b) services for the carriage of goods by railway;
(c) light maintenance services;
(d) station services;
(e) network services.”
