Our role

ORR regulates access to station and light maintenance depots by approving station and depot access agreements. The regulatory framework for approving access agreements is set out in the Railways Act 1993.

If a train operator requires access to a station or depot, it will need to enter into an access agreement with the facility owner. These access agreements, and any amendments to them, are void if we have not approved them.

Our role in approving access agreements helps to ensure that the contractual terms for access to a station or depot are fair to the parties concerned, as well as to other current users and potential future users of the facility.

By making sure there is fair access to railway networks and facilities, we can encourage competition, which benefits the users of railway services.
