Independent reporters

As part of the regulatory reform programme, the network licence was amended on 11 April 2001 to include a condition providing for independent experts (reporters) to be appointed by the network operator, with our approval.

The primary role of the independent reporter is to provide us with an independent view on the accuracy, significance and robustness of information provided to us by Network Rail.

They also undertake other related tasks including reporting on the West coast route modernisation project, monitoring of Network Rail’s progress towards compliance of the asset register and their asset management process.

Three reporters were appointed for the period November 2005 – December 2008. The appointments of Halcrow and AMCL have been extended to 30 June 2009, by which time new reporters should be in place.

  • Halcrow audit Network Rail's annual return and assess the delivery of major projects against agreed outputs and milestones. These are key inputs to the annual assessment of Network Rail.
  • Scott Wilson support the work specified in the Information Network Conclusions. 
  • AMCL scrutinise Network Rail's asset management processes.
