Reporters
As part of the regulatory reform programme, the network licence was amended on 11 April 2001 to include a new condition providing for independent experts (reporters) to be appointed by the network operator, with the approval of the Office of Rail Regulation (ORR).
The role of the reporter is to provide ORR with an independent view on the accuracy, significance and robustness of information provided to ORR by Network Rail.
Until 31 December 2008, Halcrow (Reporter A) will audit Network Rail's annual return and asses the delivery of major projects against agreed outputs and milestones. Scott Wilson (Reporter C) audited the Network Rail systems that was included in the Information Network, which was established following the Government's Rail Review in 2005. AMCL (Reporter D) will scrutinise Network Rail's asset management processes.
Mouchel Parkman (Reporter B) audited the delivery of the West Coast Route Modernisation (WCRM) project until November 2006, after which it became part of Halcrow's major projects work.
The reporter's final reports on their audit of Network Rail’s 2007 annual returns are available. Previous documentation on modifications to the network licence is also available.
The responses to the modifications to Network Rail’s licence conditions: 15, 22, 23 are available. The main activities associated with the achievement of the reform programme were set out in paragraph 3.1 of the 2002-2003 Business Plan.
