Changes to the Board

The Office of Rail Regulation (ORR) today announced the appointment of Mike Lloyd to its Board as non-executive director.
His appointment is for five years after he took up his position on 1 March 2010. Commenting on the appointment, Anna Walker, chair, Office of Rail Regulation said:
“I’m delighted to welcome Mike to the Board. His wide-ranging industry experience in improving operational efficiency will be of great value.
“Mike joins the regulator at a pivotal time, as all parts of the rail sector strive to become more efficient, safer and better serve the needs of customers. The regulator needs to help the rail industry maintain recent improvements in punctuality, safety, and customer satisfaction and deliver the efficiencies and value for money that rail users and taxpayers rightly demand.”
Mike Lloyd said:
“I am delighted to be joining ORR at a time when the cost effective development of the whole of the railway sector has never been more important. I will endeavour to use my skills learnt in 35 years of improving operational efficiency across many industries to the benefit of all of the UK railway stakeholders.“
Mike Lloyd’s appointment comes as current non-executive directors Richard Goldson and Peter Bucks accepted extensions to their term in office, while Jane May is to move on from the ORR to the Information Commissioner as a non-executive director when her term in office ends on 31 March 2010.
Commenting on the additional changes to the Board, Anna Walker added:
“Richard Goldson’s experience and deep knowledge of the railway sector is vital to the Board’s expertise as we enter the second year of our five-year corporate strategy. Peter Bucks’ extension ensures that we retain the invaluable financial expertise we had for the 2008 periodic review as we gear up for the next periodic review in 2013.
“Jane was one of the original non-executive directors, instrumental in setting up the new ORR when the statutory Board was established on 5 July 2004. I extend my warm appreciation to Jane on behalf of the Board and ORR for her commitment and dedication over the last six years and particularly her very significant contribution to safety and customer issues.
“Everyone on the Board will miss her input, but we all wish her as much success with her new appointment with the Information Commissioner as she has had during her six years at ORR.”

- The Office of Rail Regulation (ORR) is the independent safety and economic regulator for Britain's railways.
- Under the Railways and Transport Safety Act 2003, appointments to the ORR Board are made by the Secretary of State for Transport.
- Mike Lloyd has wide experience in Engineering, Manufacturing and Supply Chain roles joining Laurence Scott and Electromotors Ltd in 1971 designing specialist rotating equipment for the naval, industrial and nuclear sectors. He moved to GEC Large Machines Ltd in 1987 initially as Technical Director and then Managing Director where he and his team were awarded the 1992 UK Productivity award for the innovative application of Lean and Six Sigma techniques in a low volume manufacturing environment. Mike has extensive railway experience joining (GEC) Alstom Transport in 1992 holding several international business and operations roles including Senior Vice President of Alstom's Global train assembly businesses from 1999-2002 based in Paris. In 2002 Mike joined Rolls Royce Plc as President of Gas Turbine Operations on the company’s group executive and successfully reorganized the company’s manufacturing operations following the events of 9/11. He was appointed Group Manufacturing Director in 2009.
- Mike has a degree in Electrical Engineering, a PhD in Electrical Rotating Machines and is a Fellow of the Royal Academy of Engineering.
- Mike Lloyd has been appointed from 1 March 2010 to 28 February 2015.
- Richard Goldson’s term in office has been extended to 31 March 2011.
- Peter Bucks’ term in office has been extended to 31 March 2014.
- Non-executive directors are paid £21,776 per annum for an average commitment of three days per month.
- All three appointments have been made in accordance with the OCPA code (http://www.publicappointmentscommissioner.org/Code_of_Practice/).
- Peter Bucks is also a non-executive director of Ofwat where he is paid £16,012 per annum.
- Mike Lloyd and Richard Goldson do not hold any other ministerial public appointments.
- All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.
- All of the appointees have confirmed that they have not taken part in any political activity.
