Future of the Railway Safety (Miscellaneous Provisions) Regulations 1997 and Railway Safety Regulations 1999

The Office of Rail Regulation has carried out public consultations on the continued need for the Railway Safety Regulations (RSR) 1999 and Railway Safety (Miscellaneous Provisions) Regulations 1997. 

The consultation showed a split between those who saw value to safety in the regulations and those who could see regulatory benefits in revocation.

In the light of this and the ongoing work on the industry’s strategy for the future management of Train Protection and Warning System (TPWS), ORR has determined that the regulations will remain in their current form for now.

We will keep this decision under review.
