My train is overcrowded, who should I complain to?

ORR does not decide on the number of trains or carriages, stopping patterns, or, timetabling of Britain’s railways. That is a matter for train operating companies (TOCs), who must meet the obligations agreed with the Department for Transport in their franchise agreements.
