Duty of cooperation/dispute resolution

The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) Regulation 22 requires transport operators to cooperate with one another. 

There are industry processes to resolve disputes where lack of cooperation is perceived to endanger safety (RSSB guide). If these industry processes fail to resolve issues, transport operators have the option (as a last resort) of escalating disputes to ORR.
