ORR track access criteria and procedures review

ORR today publishes the way forward on its review of track access approval procedures.

Many of the changes outlined in today’s publication are aimed at cutting red tape for Network Rail and train operators when they apply to ORR for track access. The proposals aim to improve clarity and reduce the burden and costs for all parties, while creating the flexibility for the industry to respond to its customer and business needs.

ORR Chief Executive Bill Emery said: “We want to enable Network Rail and the train operating companies to take more responsibility for their track access contracts, while maintaining the balance of important rights and protections currently enjoyed by all the parties.

“Our proposals will be phased in over the next year, starting with a series of quick wins, including a more flexible approach to applications in respect of minor timetable changes, by 1 October 2007. The main tranche of the new arrangements will be in place early next year.

“We will also put in place monitoring and review arrangements to check there is a smooth and transparent transition, and we will continue to work closely with the industry throughout the whole process.”
