ORR consults on new framework for investments in rail infrastructure enhancements

The Office of Rail Regulation (ORR) has today published a proposed framework aimed at facilitating the efficient provision of rail infrastructure projects, such as increasing track capacity or building new stations.
Promoters and funders of rail infrastructure schemes have raised a number of concerns about the cost of making enhancements to the network and the barriers to doing so. These include a lack of clarity over Network Rail’s obligations and the complexity of industry processes, a culture of risk aversion, and a perception of high charges levied by Network Rail for providing services.
A Policy framework for investments: an initial consultation sets out proposals for addressing these barriers by clarifying Network Rail’s obligations and the terms on which it carries out investment schemes and making clearer ORR’s role in the process.
Chris Bolt, Chairman of ORR said:
“If rail services are to develop to better meet the needs of passengers and freight users, and the growth in demand, it is essential that there is an effective framework for delivering infrastructure enhancements.
“ORR plays a central role in ensuring that the relevant parts of the regulatory and contractual framework are fit for purpose.
“This consultation paper sets out a proposed policy framework for investments which aims to address the barriers to efficient delivery of improvements to the network.
“The framework seeks to clarify Network Rail’s role in enhancements and the terms on which it engages with its customers, rail users and funders in facilitating and delivering them”.
