Rail Regulator welcomes appointment of Chairman-Designate of the new Office of Rail Regulation

The Rail Regulator, Tom Winsor, today warmly welcomed the appointment of Chris Bolt as Chairman-Designate of the new Office of Rail Regulation. Chris Bolt succeeds Tom Winsor at the end of his five-year term of office on 05 July 2004, when the Office of the Rail Regulator (ORR) becomes the Office of Rail Regulation, under the provisions of Railways and Transport Safety Act 2003.

Tom Winsor said:
“Chris Bolt is an excellent choice for Chairman of the Office of Rail Regulation. He takes over an office that is fit for purpose, and I am particularly pleased that Chris Bolt has accepted my invitation to join the ORR board as a non-executive director, with immediate effect, until he becomes Chairman in July.”

Notes for Editors

  1. Tom Winsor was appointed as Rail Regulator and International Rail Regulator for five years : 5 July 1999 - 4 July 2004.
  2. With effect from 5 July 2004, in line with legislative reform of all the other economic regulatory authorities, the single-person job of Rail Regulator is replaced by a statutory board called the Office of Rail Regulation. The members of that Board are appointed by the Secretary of State for Transport.
  3. The independence and jurisdiction of the Office of Rail Regulation is exactly the same as that of the Rail Regulator.
