How should I complain about the lack of notification that Network Rail are carrying out late night work near my home?
You should initially contact Network Rail's customer helpline and ask them to investigate the matter. The number is 08457 11 41 41.
If you are unhappy with the reply you receive, you may wish to contact the ORR’s Customer Correspondence Team, who may be able to investigate the issues raised.
