Rail Regulator's response to Railtrack's claim of 40% performance improvement

19 August 1999 Tom Winsor, the Rail Regulator, is re-emphasising the need for Railtrack to make considerable improvement on recent performance following the company's claim of cutting delays by 40% over the last three years. The vast majority of that 40% improvement was achieved in 1996-97, the first year after privatisation. For the following year (1997-98) Railtrack's own Annual Report said that it 'did not press ahead with sufficient vigour to keep up momentum and achieve further substantial gains'. For 1998-99 Railtrack had a target of 7.5% improvement for passenger trains and actually achieved 2%. Tom Winsor says: 'The targets, while challenging, are achievable and I fully expect Railtrack to be able to meet them. It will, however, require further effort and an improvement on the 2% achieved last year'.
