The Rail Regulator, Tom Winsor, has announced his conclusions following the first round of consultation on the setting-up of the new rail industry safety body recommended by Lord Cullens inquiry into the tragic accident at Ladbroke Grove on 5 October 1999. In provisional conclusions published today, which follow wide consultation within the railway industry, with the Strategic Rail Authority (SRA) and with the Health and Safety Executive (HSE), the Regulator has agreed to the target date of 01 April 2003 set by the industry for the establishment of the new Rail Safety and Standards Board (RSSB).
Tom Winsor said: The Rail Safety and Standards Board will have a large and important agenda. The rail industry has done much, helped by Railway Safety under Sir David Davies chairmanship, to improve safety leadership, cooperation, and commitment on safety matters. As an industry body, but clearly independent of any one company or part of the industry, the RSSB can give the industry a collective view and engage in dialogue on safety related issues with the HSE, the SRA and the European institutions. I am particularly pleased to confirm that the staff and knowledge of Railway Safety will be at the heart of this new organisation.
Lord Cullen recommended that the Rail Regulator should take forward, with the industry, the establishment of the new body and the first consultation document was published on 20 December 2001. Two industry conferences were held, and a cross-industry development group was set up to refine the proposals that form the basis of todays second consultation document.
