Rail Regulator consults on the case for an interim review of track access charges

The Rail Regulator, Tom Winsor, today began a consultation on the question of whether it is appropriate to initiate an interim review of access charges if Network Rail's proposed acquisition of Railtrack PLC is successful.

Under the terms of franchised passenger train operator's track access agreements, an interim review cannot take place unless the Regulator is satisfied that (a) there has been a material change in circumstances and (b) that in consequence there are compelling reasons to initiate a review. He must also consult with the parties to the applicable agreements and the SRA.

The letter is available on the ORR website. Interested parties have 28 days to respond with their views.
