Rail Regulator says customer focus is critical for success of Network Rail

Rail Regulator, Tom Winsor, today welcomed moves to take Railtrack out of administration and issued a statement setting out the regulatory approach he intends to adopt towards Network Rail. The full text of the statement is now available.

Mr Winsor, introducing his statement, said: "My approach will continue to ensure that the appropriate weight is placed on the interests of users and funders, both now and in the longer term. There will be no weakening of the accountability of Network Rail to its customers under its licences, access agreements, or the regulatory framework more generally.

"I have always been clear that to be a success Railtrack needed to focus on performance and delivery to its customers. That is the aim of the regulatory framework and is why I have taken into account the views of parties across the railway industry, including passenger and freight train operators, the Association of Train Operating Companies, the Strategic Rail Authority, the Health and Safety Executive, the Rail Freight Group and financial institutions.

"My statement sets out the changes I will be making to strengthen the company's network licence. In particular, I intend to make changes to the network licence to ensure the new company generates the business planning information that the SRA and the other industry players need."
