The Rail Regulator, Tom Winsor, has agreed to a two-month extension of the deadline for the submission of Railtrack's Network Management Statement (NMS) for the current year. At the request of Railtrack's Chief Executive, John Armitt, the Network Management Statement 2002 will now be submitted to the Regulator by 31 May 2002.
The NMS sets out Railtrack's programme for the maintenance, renewal and enhancement of the railway network, and needs to be aligned with the company's annual business plan. Railtrack has yet to finalise its business plan, but expects to do so very shortly. The Regulator agrees that it is sensible to delay the 2002 NMS so that it can fully take into account the decisions taken in approving the company's business plan.
The Regulator has said that he expects the 2002 NMS to focus on Railtrack's strategy for managing its assets and for improving performance, and ORR will be discussing these issues with Railtrack while the NMS is in course of preparation.
