Overview
We will be publishing our draft determination for the 2013 Periodic Review (PR13) on 12 June 2013. This will set out our draft conclusions on key elements of railway performance, investment and delivery for the next five years (1 April 2014-31 March 2019). The draft determination will include details of what we expect Network Rail to deliver and at what cost, as well as set out a package of whole industry incentives to encourage closer working across the sector.
Our draft determination is the culmination of extensive analysis and consultation with industry, funders and other stakeholders. We will be seeking views on the draft determination before we publish the final determination in October 2013.
Programme
We will be holding three conferences to discuss the draft determination with stakeholders. At these we will set out our key draft conclusions for the periodic review. The conference programme will highlight the differences the rail industry can expect to see in the next five years and what PR13 will deliver for passengers and freight customers. Specific topics will include:
- Efficient expenditure
- Outputs
- Incentives
- Financial framework
- Access charges
- Whole sector issues
Why attend
To learn about the performance, investment and efficiencies Network Rail will be expected to deliver in the next five years, and the broader industry incentives framework included in the draft determination.
To hear more about the conclusions set out in our draft determination as well as to ask us questions and share your views with us.
Who should attend
Anyone who:
- Wants to understand what Network Rail will be expected to deliver in the next five years.
- Wants to know more about the financial structure of incentives and charges for the whole sector in the next five years.
- Has been involved in the PR13 process.
Which conference
We will be looking at the GB-wide picture at each conference and will also look closer at issues specific to Scotland and Wales at the Glasgow and Cardiff events.

There is no cost to attend any of the three conferences.
