The table below summarises the main milestones of the PR13 process and should help you decide when and where you need to get involved.

Development phase

25 May 2011 We published our first PR13 consultation document
5, 11, 12 and 21 July 2011 ORR hosted consultation events on PR13 held in Edinburgh, Cardiff, London and Manchester
25 July 2011 ORR hosted workshop on the Schedule 8 performance regime
26 July 2011 Online publication of our document on how we will assess Network Rail's efficient expenditure
2 September 2011 Our first consultation document published 25 May closes
21 September 2011 ORR hosted workshop on our document discussing how we should assess Network Rail’s efficient expenditure
23 September 2011 ORR hosted workshop on incentives
By 30 September 2011 The initial industry plans (IIPs) for England & Wales and Scotland are published, setting out the industry’s view on what should be delivered in the next control period and at what cost
By 30 September 2011 We publish a review of the role of open access operators on-rail competition
1 October 2011 We seek views on the IIPs (PDF 53 Kb). This will not be a formal consultation, but an opportunity to get any further views before we produce our advice to ministers
14 October 2011We receive stakeholder feedback on our 26 July 2011 efficient expenditure consultation document
11 November 2011 ORR hosted workshop on Schedule 4 possessions regime
16 November 2011 Transport Scotland consults on the contract for passenger services and priorities for rail beyond 2014, which will feed into the development of the High-Level Output Specification in Scotland
18 November 2011We receive views on the IIP by this date
4 December 2011The deadline for comments on our review of the role of open access operators in on-rail competition
14 December 2011 Consultation on detailed incentives issues and proposals
9 January 2012ORR hosted workshop on the incentives consultation
8 February 2012Consultation closes on our consultation on incentives

Formal review phase

15 March 2012 We published our 'advice to ministers' (for both England & Wales and Scotland) and issued our review initiation notice formally starting PR13
1 May 2012 We publish our Financial and incentive framework for CP5 (this document), setting out the approach we will be taking on the financial and incentive framework following consultations on these areas in December 2011 and May 2011, along with our conclusions on our consultation on on-rail competition last October
3 May 2012 We consult on exposing train operators to changes in Network Rail's costs at periodic reviews and how our route-based efficiency benefit sharing mechanism should interact with alliancing arrangements
8 May 2012 We consult on caps and mark-ups on certain freight track access charges
18 May 2012 Workshop on track access charges: cap on variable usage charge and freight-specific charge
28 June 2012 Consultation closes on exposing train operators to changes in Network Rail's costs at periodic reviews and on how our route-based efficiency benefit sharing mechanism should interact with alliancing arrangements
31 July 2012 Our consultation on caps and mark-ups on certain freight track access charges closes

September/October 2012We consult on detailed issues relating to track access charges and the volume incentive
November 2012 We consult on more detailed issues relating to Schedules 4 and 8 restrictions of use and performance regimes
November 2012 We publish our decisions following our consultation on detailed financial issues concerning Network Rail's financial framework
November 2012 We publish our decisions on caps for freight charges for CP5
7 January 2013 Network Rail publishes its strategic business plan
8 January 2013 We seek comments on Network Rail's strategic business plan
February 2013 Workshop on Network Rail's strategic business plan
19 February 2013 Stakeholder comments on Network Rail's strategic business plan received by this date
12 June 2013 We publish our draft determination and draft strategic regulatory statement
4 September 2013Consultation on our draft determination closes
31 October 2013 We publish our final determination and strategic regulatory statement

Implementation phase (assuming no objections)

November/December 2013Final access charges (price lists/charge schedules) are audited and approved by us. Review notices are served which start the formal implementation of PR13. (subsequent dates depend on exactly when the review notices are issued)
January/February 2014Final point (specific date to be defined) at which objections could be made to our review notices (not less than six weeks from the date of publication of the review notice)
January/February 2014We issue notice of agreement (specific date to be defined)
February/March 2014We issue our review implementation notice (specific date to be defined)
By 31 March 2014Network Rail publishes its delivery plan
1 April 2014 Implementation of PR13 determination and start of CP5.
